Beyer (D-VA-8) 12/16/2022: Twitter thread – “This week I attended an FBI briefing in the Capitol on the FBI's release of hate crime statistics compiled through the National Incident-Based Reporting System (NIBRS). This is a major issue to me as the author the Jabara-Heyer NO HATE Act, which was signed into law last year. 1/ The FBI hate crimes data and the briefing which presented them to Members of Congress were extremely disappointing – both for the level of bias crimes they reported and for the large number of departments that failed to report any data at all. 2/ I wrote the NO HATE Act to improve coordination between federal, state, and local agencies on hate crime reporting. Congress passed it into law to strengthen America's response to the growing scourge of anti-AAPI hate, anti-Semitism, and white supremacist violence. 3/ We still are not seeing the progress we want on the law's larger goals of coordinating a better, data-driven response to prevent hate crimes. The 2021 data are disappointingly incomplete. Latest FBI data on hate crimes plagued by lack of reporting nationwide... | washingtonpost.com 4/ DOJ must be transparent about the shortcomings of these statistics, and do more to boost NIBRS reporting by local jurisdictions. Every law enforcement division at the local, state, and federal level should be reporting hate crimes through NIBRS. 5/ Congress spelled this out in a bipartisan law, and provided money to help departments adapt to that system. If insufficient hate crime reporting continues, Congress should revisit the issue with additional legislation to strengthen the national response to crimes of bias. 6/6
